Ground Water Body Waste Disposal and Management Preliminary Project

One of the main sources of garbage in the oceans is the Terrestrial output; waste enters the ground water body from each pipeline and then flows into the sea, becoming submarine (drifting) garbage or seashore garbage. In order to block the garbage transmission, the Environmental Protection Administration mainly block and dispose garbage on water through ocean cleansing, beach cleansing, and creek cleansing (Ground Water Body Waste Disposal), among which the operation and management of involved departments and organizations are integrated by the Environmental Protection Administration, aiming to achieve the goal of prevention of the garbage from the land entering oceans. Regarding to the ground water body waste management, this project collects literature published by local Marine Foundation or abroad on methods of foreign creek garbage management, formation and mechanism of garbage, related parameters and estimation modes, etc. The purpose is to help local relevant authorities clarify pollution sources and amount, as well as controlling relevant technical tools that may further help estimate the simulations to become the references of future key hot zone of river section investigation and index setting. Simultaneously, this project established our national water body waste disposal basic database system, Ground Water Body Waste Disposal and Management System. Through formalized data filing combined with the ground water body waste management information integration platform to effectively analyze the source and cause of on-water garbage. The GIS visual management function is utilized to effectively integrate the digital graphical information and water body waste data, visualize the on-water garbage distribution hot zone and further estimate its cause. Furthermore, this project set up a mobile block and disposal APP, which assists staffs from all departments to fill in the electronic disposal forms on site with the standardized systematic operation procedure, and automatically send the data back to the database of the system, in order to improve the efficiency of data integration of disposal operation. The data produced by the management system on one hand can be provided to our government as the results of performance; on the other hand, through the cross-department conferences (three) which this project co-held, all departments can collaborate on developing water body waste management mechanism. By continuingly adjusting the strategies and details of management, they can further promote the overall management strategy. Besides, the ground water body waste disposal assessment plan which is made by this project with the Environmental Protection Administration can strengthen the removal of garbage and governance practices from ground water bodies and improve the overall effectiveness of systematic management of water body waste disposal.
